One of the tips about planting is to always select a location which is the most sunny that you can find. It is because plants need sunbeams for their development and in shaded places they will not be growing quickly. If that is possible, make quite big groups of them and let them stay in shallow water until the first leaves show. Moreover, please check if there is fertile swamp the bottom of your pond, because this is what plants will be fed with. In case it turned out there is no such ground, put some soil or compost in a container, which measures at least 28x28 cm and cover it with fine-grained grit. As a result, your plants will be growing properly and fast in it.
